Import Ban on Certain Canadian Products

Certain products of Canada listed in the Annex are banned from importation into the United States, effective for goods imported on or after 12:01 a.m. eastern time on September 29, 2026. The proclamation moves those listed items from being subject to additional duties to being excluded from importation entirely.

Pre-September 29 Imports Keep 50% Duty

Canadian products that were imported into the United States but not yet entered for consumption or withdrawn from warehouse for consumption prior to September 29, 2026, will remain subject to the 50 percent ad valorem duty rate established by Proclamation 11048. Those entries will not be covered by the new import ban.

Other Canadian Products Stay Under Duties

Aside from changing certain products from additional duties to an import ban, this proclamation does not otherwise alter which Canadian products remain subject to the additional ad valorem duties imposed by Proclamation 11048. Other products that were subject to those additional duties continue to be so treated.

If Ban Is Invalidated, 50% Duty Reapplies

If the import ban in this proclamation is invalidated in whole or in part for any import, then the 50 percent ad valorem duty imposed in Proclamation 11048 will apply to the import(s) affected by that invalidation. No other import bans in this proclamation are affected by such an invalidation.
