Final Approvals for 8 Texas Highway Projects
TxDOT and Federal agencies issued final licenses, permits, and approvals for eight highway projects in Texas listed in this notice. The actions are described in Categorical Exclusions, Environmental Assessments, or Environmental Impact Statements with documents dated June 4, 2026 through August 31, 2026 for the listed projects.
I-35 / US‑83 Widening and Interchange Rebuild
A 9.4-mile project in Webb County will widen I-35 to three main lanes each direction, elevate the interstate over the Union Pacific Railroad, convert frontage roads to one-way, and rebuild the I-35/US 83 interchange with elevated direct connector bridges. The Categorical Exclusion Determination was issued on June 18, 2026.
World Trade Bridge: New Commercial Vehicle Lanes
The World Trade Bridge Expansion in Webb County will add an approximately 1,479-foot-long bridge span to provide eight northbound commercial vehicle lanes and will widen the existing bridge to add two southbound lanes. The Finding of No Significant Impact (FONSI) was issued on July 6, 2026.
Deadline to Sue: File by Feb 16, 2027
If you want to seek judicial review of the Federal agency actions on these Texas highway projects, you must file a claim on or before February 16, 2027. If another law gives a shorter filing period (under 150 days), that shorter period still applies.
New and Wider Bike/Shared-Use Paths
Some projects add or widen shared-use paths for walking and biking, including South Lakeline Boulevard where the shared-use path will be reconstructed from 6 feet wide to 8–10 feet wide for 3.9 miles, and FM 3248 where existing bike lanes and sidewalks will be replaced with 10-foot-wide continuous shared-use paths in each direction over about 2.1 miles. Project documents and Categorical Exclusion determinations are on file with TxDOT.

FHWA, FRA, and FTA (collectively referred to as the "Agencies") are finalizing the interim final rule (IFR) published on July 3, 2025, which revised the Agencies' National Environmental Policy Act (NEPA) of 1969 implementing regulations in light of the removal of the Council on Environmental Quality (CEQ) regulations, the amendments to NEPA included in the section of the Fiscal Responsibility Act (FR Act) of 2023, known as the Building United States Infrastructure through Limited Delays and Efficient Reviews (BUILDER) Act of 2023, amendments regarding efficient environmental reviews included in the Infrastructure Investment and Jobs Act (IIJA) of 2021, and the Supreme Court decision in Seven County Infrastructure Coalition. The Agencies provided a 30-day comment period for the public to review and comment on the IFR. This final rule addresses public comments received and finalizes the IFR with minor technical changes.

The FHWA has forwarded the information collection request described in this notice to the Office of Management and Budget (OMB) to approve a new information collection. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.
2026-18548, Route Designations-Vehicle Length, Width, and Weight Limitations
This final rule makes the following changes to the National Network (NN) in Syracuse, New York: the de-designation of the segment of the NN from Interstate 81 (I-81) between the New York, Susquehanna, and Western Railway bridge and the I-81/I-690 interchange (I-81 Viaduct); and the addition to the NN of the signalized surface urban arterial roadway system (Community Grid) that replaces the I-81 Viaduct and is designated as part of Business Loop 81 (BL 81). The remainder of I-81 between the I-81/I-690 interchange and the I-81/I-481 interchange (Exit 29) will be reclassified as BL 81 and remain on the NN. Interstate 481 (I-481) will be reclassified as I-81 and will remain on the NN. This rule will become effective immediately.
2026-18549, Notice of Final Federal Agency Actions on Proposed Transportation Project in California
The FHWA, on behalf of the California Department of Transportation (Caltrans), is issuing this notice to announce actions taken by Caltrans that are final agency actions. These actions relate to the proposed Interstate 505 Vaca Valley Parkway Corridor Multimodal Improvement Project in Solano County, California. Caltrans in partnership with the City of Vacaville is proposing to provide interchange and local roadway improvements along Interstate 505 at the Vaca Valley Parkway on and off ramps. The Project would replace three intersections with roundabouts and introduce new bicycle and pedestrian connections across the corridor to help improve traffic, pedestrian and bicycle operations.
