Analyzed Economic Effects
5 provisions identified: 3 benefits, 2 costs, 0 mixed.
You Must Provide Financial and Income Records
When you apply for an FSA direct loan, you must provide debt verifications, employment and income verification, and actual financial and production records of the operation so FSA can evaluate eligibility and repayment ability.
Online App Only for Two Loan Types
The Farm Service Agency's online loan application (OLA) is available only for Farm Ownership Loans and Operating Loans. The OLA is not available for Youth Loans, Emergency Loans, or the Indian Tribal Land Acquisition Loan Program.
Legal Entities Can Apply Online (April 2026)
In April 2026 the OLA was expanded to accept loan requests from legal entity applicants, so businesses and other legal entities can now use the online application for eligible loans.
Online Form Cuts Application Burden
FSA says the automated FSA-2001 form completed through the OLA is projected to reduce burden hours compared with the paper FSA-2001 form. The agency reports 668 respondents and a total of 1,152 burden hours for this collection.
Possible IT Modernization of Application Platform
FSA is exploring broader IT modernization and says the existing OLA platform may be incorporated into a new fully integrated lending platform that USDA could push out to applicants and borrowers.
