Health Faculty Loan Program Seeks Feedback on Eligibility Paperwork
Published Date: 11/3/2026
Notice
Summary
The Health Resources and Services Administration (HRSA) is updating its Faculty Loan Repayment Program, which helps health pros from tough backgrounds pay off student loans in exchange for teaching at health schools. They’re asking for public feedback by December 3, 2026, before finalizing changes. This update could affect how applicants prove their eligibility and submit loan info, but it won’t change the money or service time required.
Analyzed Economic Effects
5 provisions identified: 1 benefits, 3 costs, 1 mixed.
You must submit more paperwork
If you apply to the Faculty Loan Repayment Program (FLRP), you will need to submit more and clearer paperwork, including detailed loan documentation (lender account statements and promissory notes with original date and current balance) and a new "Certification Regarding Vulnerable Background" form. HRSA estimates 225 applicants will submit these forms, with the applicant-side burden totaling 326.25 annual hours across those forms.
Employers must sign match agreements and verify service
Schools/employers must complete a new Employer's Agreement to Loan Repayment Match/Request for a Waiver and will be asked to complete a Semi-Annual In-Service Verification twice a year. HRSA estimates 225 institutions will complete employer forms and that semi-annual verification will generate 300 responses (150 respondents × 2) with 150 annual burden hours.
Program replaces 'disadvantaged' with defined 'vulnerable'
HRSA is replacing the term "disadvantaged" with "vulnerable" and will require applicants to certify a "vulnerable background," defined as either geographically vulnerable or economically vulnerable. Examples of geographic indicators include graduating from a high school with low average SAT/ACT scores, a district where 50% or less of graduates go to college, attendance at a high school with at least 30% free/reduced-price lunch, language-barrier households, or being the first generation to attend college. Economically vulnerable is defined as a family with annual income below 200 percent of the Department's poverty guidelines, Pell Grant eligibility, or receipt of public assistance (e.g., TANF, SNAP, Medicaid, public housing).
Paperwork totals and annual burden increase
HRSA estimates the revised information collection will involve 600 unique respondents, 1,425 total responses, and 926.25 total annual burden hours across all forms and respondents. The semi-annual verification and the two new forms are cited as reasons the estimated burden hours increase.
No change to repayment amount or service time
HRSA states the update affects how applicants prove eligibility and submit loan information but does not change the repayment money or the minimum service requirement of 2 years. The change is limited to forms, definitions, and information collection processes.
