  • Registrants (manufacturers, distributors, dispensers): Their registration terminates on death, loss of legal existence, surrender, or discontinuance of business or professional practice. If stopping without a transfer they must promptly notify the Attorney General and return their registration certificate and unused order forms.
  • Buyers or successors of a registrant: No registration may be assigned or transferred except under conditions the Attorney General sets and only with the Attorney General's written consent. A transferee cannot lawfully manufacture, distribute, or dispense under the registration until that consent is received.
  • Federal accounting: The law directs that its budgetary effects be determined under PAYGO rules by reference to the latest "Budgetary Effects of PAYGO Legislation" statement submitted by the House Budget Committee chair before the vote.

New compliance rules for controlled drug registrants

Registrations to handle controlled drugs or List I chemicals end automatically if you die, your entity ends, you stop practice, or you surrender it. You cannot assign or transfer a registration unless the Attorney General gives written consent, and a new holder cannot operate until that consent is received. If you cease legal existence or stop practice, you must promptly notify the Attorney General in writing. If you stop without transferring the business, you must return your registration certificate, any unused order forms, and other required documents for cancellation. These rules apply now.

Technical rule for federal budget scoring

For budget rules, the law uses the last 'Budgetary Effects of PAYGO Legislation' statement filed before the House vote to record this law’s impact. This is a scoring procedure and does not change your taxes or benefits.
