117-hr-1916, Ensuring Lasting Smiles Act
Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.
117-hr-1448, PAWS for Veterans Therapy Act
This law creates a Department of Veterans Affairs pilot to provide canine training therapy for veterans diagnosed with post‑traumatic stress disorder (PTSD). The pilot must start within 180 days, run five years, and operate at at least five VA medical centers in geographically diverse locations, and the law also requires the VA to provide a commercially available veterinary insurance policy for dogs given to eligible veterans. - Veterans: Eligible veterans with PTSD can join a program that trains them to work with service dogs and may adopt a trained dog if it is clinically appropriate. Participation does not stop veterans from getting other VA PTSD care. - Service dog training organizations: The VA may contract with accredited nongovernmental trainers. Contracts must require certified instructors, forbid shock or prong collars, use positive reinforcement, prevent unsupervised access to trained dogs, tailor training to PTSD symptoms, and provide follow‑up support including lifelong help if adoption occurs. - Oversight and evidence: The VA will collect data on participation, veteran satisfaction, and clinical improvements. The VA must arrange a Government Accountability Office briefing within one year of the pilot start and a GAO report within 270 days after the pilot ends.

Creates commemorative coins honoring the National World War II Memorial. The Treasury must mint three coins in 2024: up to 50,000 five-dollar gold coins, up to 400,000 one-dollar silver coins, and up to 750,000 half-dollar clad coins. Designs must be emblematic of the Memorial and World War II service and reviewed with the Commission of Fine Arts, the Friends of the National World War II Memorial, and the Citizens Coinage Advisory Committee. Coins are legal tender and offered in uncirculated and proof qualities. Sales include surcharges of $35 for the $5 coin, $10 for the $1 coin, and $5 for the half-dollar. All surcharges are paid to the Friends to support Memorial maintenance and educational programs, and the Treasury must recover design and issuance costs before any surcharges are disbursed.
