Sponsored By: Senator Durbin, Richard J. [D-IL]
Became Law
Summary
Removes the statute of limitations for civil claims by people who were minors when they were victims of certain federal sex or trafficking crimes. The law creates no time limit to start a civil action under 18 U.S.C. 2255 for victims of violations of sections 1589, 1590, 1591, 2241(c), 2242, 2243, 2251, 2251A, 2252, 2252A, 2260, 2421, 2422, or 2423 of title 18. It takes effect on enactment and applies to any claim that, as of that date, would not have been barred under the prior 2255(b) and to claims that arise after enactment.

Child sex abuse survivors can sue anytime
Survivors of child sex abuse and related federal crimes can file a civil lawsuit at any time. The law removes the filing deadline for these federal civil cases. This starts on the date the law was signed. It covers claims that were not already time‑barred that day, and new claims that arise after that date.
