Show full summary
  • Staff holding more than one designated "qualifying position" can be paid from multiple offices, but their aggregate gross pay may not exceed the maximum rates set in 2 U.S.C. 4575(d)(2) or, where applicable, 2 U.S.C. 4575(e)(3).
  • The office that authorizes official travel pays that travel cost. Offices may provide a single handheld device to send and receive messages for all official email accounts used by the shared employee.
  • Employees whose duties include information technology support must meet IT standards set by the Office of the Sergeant at Arms and Doorkeeper of the Senate before serving in multiple qualifying positions. For Ethics in Government Act purposes an individual's basic pay is the total from all qualifying positions, while rights under the Congressional Accountability Act use the pay rate from the employing office.

These rules take effect six months after enactment.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Pay cap on shared Senate staff

If you hold more than one qualifying Senate job, your total gross pay cannot exceed the legal staff pay cap. Use the standard cap set in law, unless one of your jobs is in the group described in subsection (d)(2)(B); then a different cap in law applies. This rule takes effect six months after enactment.

Rules for working two Senate jobs

The law lets Senate offices share certain staff and defines which jobs count as “qualifying positions.” If you work in more than one qualifying job, your ethics pay rate is your total basic pay, and your workplace rights use the pay rate from the office you are serving. The office that authorizes official travel pays the cost, and you may use one Senate device for all official email. If your duties include IT, you must follow Senate IT standards to hold multiple jobs. Staff in the Secretary or Sergeant at Arms offices can add another job only with the other office or with Rules Committee approval. These rules take effect six months after enactment.
