  • Colleges and minority-serving institutions gain outreach and partnership opportunities to join consortia activities. The Secretary must consider prior experience, geographic diversity, and participation by historically Black colleges and universities, Hispanic-serving institutions, Tribal Colleges and Universities, other minority-serving institutions, and community colleges linked to the National Centers of Excellence in Cybersecurity.
  • Critical infrastructure owners, operators, and private industry can take part in cross-sector training and simulation exercises to improve coordinated defense. Cybersecurity training for states and communities

The Department of Homeland Security works with nonprofit consortia, including colleges, to train state, local, and Tribal officials on cyber risks and incidents. The consortia provide courses, technical help, and cross-sector exercises, and help build information‑sharing and emergency plans. DHS selects groups with proven experience and broad regional coverage, and includes HBCUs, HSIs, Tribal Colleges, other minority‑serving schools, and community colleges. DHS measures results and does outreach to colleges; consortia cannot direct law enforcement. The law takes effect upon enactment.
