The law adds stillbirth prevention as a core goal of the Maternal and Child Health Block Grant. States and territories can use these funds for evidence-based programs and research to reduce stillbirths. Allowed activities include tracking fetal movement, timing births for high-risk pregnancies, safe sleep advice in pregnancy, screening for growth problems, help to quit smoking, and home visits or similar support. Other proven stillbirth prevention programs and outcome research are also allowed. The change takes effect upon enactment.

118-hr-82, Social Security Fairness Act of 2023
Repeals the Government Pension Offset and the Windfall Elimination Provision to restore Social Security benefits for many public‑sector retirees. It removes statutory cross‑references to those rules and directs the Social Security Administration to update benefit calculations and payments. - Public‑sector retirees with pensions from jobs not covered by Social Security will stop having their spousal or survivor benefits reduced. Many people who lost part of their Social Security because of these offsets can see higher monthly checks. - Workers whose own Social Security benefits were cut by the Windfall Elimination Provision will no longer face that penalty when their benefit is computed. That raises the primary insurance amount used to set their monthly benefit. - The Social Security Administration must adjust primary insurance amounts and monthly insurance benefits for months after December 2023, so changes take effect starting January 2024.
