- Congress: The Administrator of General Services must deliver a consolidated annual report to the House Committee on Oversight and Accountability and the Senate Committee on Homeland Security and Governmental Affairs by September 30 each year. The report must list programs funded in the previous fiscal year or over the previous five-year period and include funding amounts and reimbursements.
- GSA program staff: Reports must explain each program, describe projects or initiatives including initiation and completion dates, and include funding details plus any data or analysis used to produce the estimates.
- Coverage and timing: The rules apply to the Federal Citizen Services Fund and to the Acquisition Services Fund's Technology Transformation Services, define 'Administrator' and 'expenditure' for consistency, and take effect at the start of the first fiscal year after enactment.
