Commission created to study museum transfer
The law creates a commission to study moving the Weitzman National Museum to the Smithsonian. It has eight voting members, appointed by top House and Senate leaders. Members are experts in Jewish American history or museum work. Appointments are due within 90 days of enactment. Members serve without pay, are not federal employees, and may receive travel per diem. The commission can start work after 90 days once a majority is appointed.
Commission two-year report and end date
Within two years of its first meeting, the commission must submit a report, a fundraising plan, and legislative recommendations to the President and Congress. The report covers collections, the museum’s role against antisemitism, finances, governance if transferred, legal and donor issues, and feasibility for the Smithsonian. The fundraising plan looks at public support, possible admission charges, and running without federal money. The recommendations include timing and proposed one-time and ongoing funding levels and a future name. The commission ends 30 days after it submits its final versions.
How the commission gets support
The commission can ask GSA for administrative help and must repay the cost. It can accept gifts and unpaid services and hire an executive director and staff, who are not federal employees. Federal agencies must give technical help if asked. But agencies cannot loan federal employees to the commission. The commission may also hold a national conference within two years of initial appointments.
