118-hr-3935, FAA Reauthorization Act of 2024
Reauthorizes and modernizes the FAA's safety, infrastructure, and technology programs through FY2028. It funds airports and research, tightens safety and cybersecurity rules, expands drone and advanced-air-mobility pathways, and strengthens passenger protections for travelers and people with disabilities. - Travelers and families: Requires carriers to give real-time free access to live agents within 120 days and creates a family-seating rule to secure adjacent seats for children under 14 when available. Carriers must also adopt refund and lodging policies for significant delays defined as domestic 3 hours or more and international 6 hours or more. - Small communities and airports: Creates an Airport Safety and Resilient Infrastructure Discretionary Program funded at about $532.4 million for FY2024 and $200 million each FY2025–FY2028 to support safety, resilience, and new eligible projects at airports. Essential Air Service gets multi-year funding including roughly $348.5 million for FY2024. - Workers and the aviation workforce: Authorizes multiple workforce and training grants including $20 million per year for pilot education and maintenance workforce programs and $5 million per year for veteran pilot training grants to grow and diversify aviation careers.
118-hr-82, Social Security Fairness Act of 2023
Repeals the Government Pension Offset and the Windfall Elimination Provision to restore Social Security benefits for many public‑sector retirees. It removes statutory cross‑references to those rules and directs the Social Security Administration to update benefit calculations and payments. - Public‑sector retirees with pensions from jobs not covered by Social Security will stop having their spousal or survivor benefits reduced. Many people who lost part of their Social Security because of these offsets can see higher monthly checks. - Workers whose own Social Security benefits were cut by the Windfall Elimination Provision will no longer face that penalty when their benefit is computed. That raises the primary insurance amount used to set their monthly benefit. - The Social Security Administration must adjust primary insurance amounts and monthly insurance benefits for months after December 2023, so changes take effect starting January 2024.
