Veterans' COLA Act of 2023
Sponsored By: Senator Tester, Jon [D-MT]
Became Law
Summary
Raises veterans' disability and survivor benefits by the same percentage as the 2023 Social Security cost-of-living adjustment. It increases wartime disability pay, extra pay for dependents, the annual clothing allowance, and dependency and indemnity compensation for surviving spouses and children, all effective December 1, 2023. The VA Secretary can administratively adjust certain special rates for people covered by Public Law 85-857 and must publish the new amounts in the Federal Register.

Bigger VA disability and survivor checks
Beginning December 1, 2023, VA benefit payments go up. The increase matches Social Security’s cost-of-living raise for that date. This covers VA disability pay, extra for dependents, the annual clothing allowance, and survivor benefits for spouses and children. Your new amount equals the dollar amount in effect on November 30, 2023, increased by that same percentage.
VA posts new rates and updates older cases
The VA can adjust disability payment rates for people covered by an older law who have not received disability pay under today’s VA system. Any change must match the December 1, 2023 increase. The VA must also publish the new dollar amounts in the Federal Register. The notice is due by the same deadline Social Security uses for its COLA notice in fiscal year 2024.
