Call for fiscal responsibility convention

If adopted by both chambers, Congress would call an Article V Convention to propose a fiscal responsibility amendment. The date and place would be set when the call is issued. The call would not apply if, within 60 days of adoption, the House Clerk reports there have never been at least 34 unrescinded, continuing state applications for a convention on national issues plus fiscal responsibility, with findings for each state. Any amendment from the Convention would need approval in 38 states by state conventions. Delegates could not override the voters’ choice in their state.
