- 12 members appointed by the four congressional leaders would serve, with at least one member from each chamber's Rules committee and two jointly selected co-chairs.
- The Task Force would define and analyze "bicameral legislation expedition," meaning processes for one House to fast-track measures the other House approved by unanimous consent, voice vote, or two-thirds vote.
- Recommendations require approval by at least nine members and the group must deliver a report within one year. The Task Force ends when it issues the report and its records become part of the Rules committees' files.
