119-hconres-99119th Congress

Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran.

Sponsored By: Representative Velázquez, Nydia M. [D-NY-7]

Introduced

Summary

This bill would direct the President to terminate the United States' use of armed forces in hostilities with the Islamic Republic of Iran, making continued combat operations dependent on a declaration of war or specific congressional authorization. It invokes section 5(c) of the War Powers Resolution and builds in three explicit exceptions for defensive situations.

Show full summary
  • Service members and deployments. It would end U.S. engagement in hostilities against Iran unless Congress authorizes the use of force. It still allows U.S. troops to remain in the region for defensive purposes and permits defending against imminent attacks.
  • The President and military authorities. It would require the executive branch to stop offensive actions against Iran under the War Powers Resolution unless Congress provides a clear authorization.
  • Intelligence and coalition partners. It says nothing in the resolution limits intelligence, counterintelligence, or investigative activities related to threats from Iran or surrounding countries, including sharing intelligence when the President judges it in U.S. national security interests.

End U.S. hostilities with Iran

If adopted by both chambers, this resolution would direct the President to end the use of United States Armed Forces in hostilities with the Islamic Republic of Iran or parts of its government or military. It would allow Congress to authorize a return to hostilities only by a declaration of war or a specific law. The resolution would not stop the United States from defending itself, its armed forces, its diplomatic facilities, or allied states from an imminent attack. It would also allow U.S. forces to remain in the region for defensive purposes and would not require removal of forces in the region who are not engaged in hostilities against Iran. If adopted by both chambers, the resolution would also say that it does not authorize the use of military force. It would preserve intelligence, counterintelligence, and investigative activities about threats from Iran and allow the President to share intelligence with partners when he finds it in the national security interest.
