119-hjres-126119th Congress

A joint resolution to direct the removal of United States Armed Forces from hostilities that have not been authorized by Congress.

Sponsored By: Representative Crow, Jason [D-CO-6]

Introduced

Summary

Require Congressional authorization before continuing military hostilities against certain groups and states. This bill would require U.S. forces to end hostilities against organizations designated as foreign terrorist organizations or specially designated global terrorists on or after February 20, 2025, the states where those entities operate, and non-state groups involved in drug trafficking unless Congress declares war or passes a specific authorization for the use of military force.

Show full summary
  • Service members and military planners would have to stop operations against newly designated terrorist groups, related states, and specified drug-trafficking organizations unless Congress approves continued force. This applies to organizations designated on or after February 20, 2025.
  • Congress would be required to provide a clear authorization for those hostilities, shifting the decision to use force to lawmakers unless a declaration of war is issued.
  • The bill preserves U.S. self-defense against an armed attack or an imminent threat, and allows U.S. forces to support civil authorities in authorized counternarcotics operations.
  • It clarifies that drug trafficking by itself does not count as an armed attack or imminent threat that would justify hostilities.

Limits new military actions without Congress

This joint resolution would direct the President to end hostilities against groups named on or after February 20, 2025 as designated terrorist groups. It would also end hostilities against any state where those groups operate, and against non‑state groups tied to drug trafficking and related activities. Hostilities could continue only if Congress declares war or passes a specific authorization to use force. Nothing here would block U.S. self‑defense against an armed attack or an imminent threat. U.S. forces could still support civil authorities in authorized counternarcotics work. Drug trafficking alone would not count as an armed attack. These limits would take effect upon enactment.
