Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Criminal penalties for renaming officials

This bill would create a new federal crime for a "covered officer or employee" who willfully displays a wrong name or renames a unit of Federal property without a law from Congress. A covered officer or employee means a politically appointed official, including those in positions requiring Senate confirmation. If damage or attempted damage exceeds $1,000, the penalty would be a fine, imprisonment up to 10 years, or both. If damage or attempted damage is $1,000 or less, the penalty would be a fine, imprisonment up to 1 year, or both. Prosecutions would have to start within 10 years. The criminal rule would take effect on January 1, 2027.

Only Congress can rename federal property

This bill would prohibit agencies from renaming or redesignating Federal property unless Congress passes a law that expressly renames it. "Federal property" would include features, public buildings, and other real property or interests administered by a federal agency when the name was set by statute. The bill would also change 40 U.S.C. 3102 to except buildings previously named by statute from agency renaming authority. These naming rules would take effect when the bill is enacted.
