Stamps for Staying Connected Act of 2026

Sponsored By: Representative Meng, Grace [D-NY-6]

Introduced

Summary

This bill would authorize the Director of the Bureau of Prisons to provide postage stamps for indigent inmates so they can send legal and other mail, and the stamps must be denominated for first-class, domestic, 1-ounce postage. Eligibility would be limited to inmates who lack funds and sufficient postage, and the Director could set rules to prevent abuse or unauthorized exchanges. The Director could not provide more than five stamps per week to an inmate and stamps would not be collectible after the week issued, but that weekly cap would not apply to stamps used for legal proceedings or administrative remedy filings. The program would operate only if Congress provides advance funding in annual appropriations and would begin no later than six months after enactment.
