Definitions for Quantum Supply Chains

This bill would set many new definitions tied to U.S. quantum technology policy. It would define "agency" by reference to 5 U.S.C. 551 and "covered nation" by reference to 10 U.S.C. 4872(f). It would define what counts as a "critical component," "quantum information science," and "quantum technology." The bill would make the Secretary mean the Commerce Secretary, and it would define trusted foreign partners (the EU or non-covered NATO/EU/OECD members), trusted suppliers (firms domiciled, headquartered, primarily located, and organized in the U.S. or a trusted foreign partner), and a "trusted quantum supply chain" as sourcing critical components from the U.S. or a trusted supplier. These definitions would take effect upon enactment.
