- Families and households: People who put their phone numbers on the national do-not-call registry would be shielded from prerecorded political robocalls that play a message instead of connecting to a live person.
- Political campaigns and advocacy groups: The bill would bar prerecorded calls that promote, advertise, campaign for, or solicit donations for or against a candidate or political issue, or that include a candidate's name, when the call reaches a DNC-listed number.
- Federal regulators: The Federal Trade Commission must update the Telemarketing Sales Rule to implement the prohibition and enforcement would rely on the rule's existing framework.

Ban political robocalls to Do-Not-Call numbers
If enacted, this bill would require the Federal Trade Commission to revise the Telemarketing Sales Rule to bar politically-oriented prerecorded telephone calls to any number on the national Do-Not-Call registry. The FTC would have 180 days after enactment to complete the rule change. A banned call would be an outbound call that plays a recorded message with no live person available and that either promotes or opposes a candidate or political issue, solicits donations, or names a political candidate. The bill would rely on the existing Telemarketing Sales Rule for enforcement and does not create new penalties or funding.
