More feedback for denied small businesses
If enacted, this bill would give denied small businesses an option to request extra debriefing materials. It would apply to Phase I, Phase II, and Phase III SBIR and STTR denials. It would apply only when the denial is not for one of the statute's listed bases. You would need to ask within 14 business days after the denial. Agencies would have to give an evaluation of major proposal deficiencies, an overall ranking, and a short rationale for denial. You would be able to send follow-up questions within 7 business days after getting the materials. Agencies would have to answer those questions within 14 business days; the debriefing ends when answers are sent.
