In Committee
Summary

- Families: Would get a searchable clearinghouse and a ZIP Code‑based tool that lists nearby and online resources and offers an opt‑in for phone or email follow up. This aims to make it easier to find services in the family’s language.
- States and community organizations: Would be eligible for federal grants to build statewide or community resource systems and must submit outreach plans and resource lists to the Secretary. The site would only host resources approved under criteria set by the Secretary and exclude designated "prohibited entities."
- Federal oversight and funding: The Secretary must update moms.gov within 1 year and report to Congress within 180 days after the update on traffic, accessibility, resource gaps, and certify no prohibited entities are listed. The bill authorizes appropriations as needed for fiscal years 2027 through 2032.

Bill Overview
Analyzed Economic Effects
3 provisions identified: 2 benefits, 1 costs, 0 mixed.
Federal grants for state resource directories
This bill would direct the Secretary to give grants to States to build or support systems that gather the listed pregnancy and parenting resources. States would apply with information the Secretary requires, including outreach plans and a list of resources. State systems could be coordinated by statewide, regional, or community public or private groups. No prohibited entity could receive a grant. The bill would authorize appropriations of "such sums as may be necessary" for each fiscal year 2027 through 2032 to carry out these activities, but actual funding would depend on future appropriations.
Some nonprofit community providers excluded
This bill would define a "prohibited entity" and bar such entities from being listed on moms.gov or receiving grants. A prohibited entity must meet three conditions: be a 501(c)(3) nonprofit, be an essential community provider as defined in 45 C.F.R. §156.235, and provide abortions except in rape, incest, or life‑threatening cases. Providers that only perform abortions in those limited exceptions would not be "prohibited entities." The Secretary could not list or promote any prohibited entity and prohibited entities could not get grants under the State program.
Updated moms.gov with local help
This bill would require the Secretary to update moms.gov within 1 year and keep leadership at the Office of the Secretary. The site would include a clearinghouse of pregnancy and parenting resources and a ZIP Code questionnaire to list local help. Users could filter by online or by distance (1, 5, 10, 50, 100 miles) and give consent to be contacted by phone or email. The site would provide broad language access and a public list of federal funding opportunities for pregnancy support services. Within 180 days after the update, the Secretary would report to Congress on traffic, user feedback, gaps, suggestions, and certify no prohibited entities are listed. The report would not include users' personal identifying information.
