New rules for drawing congressional districts

If enacted, states would have to follow new rules when drawing any congressional district established on or after enactment. Districts would need to be contiguous, except where an area is surrounded by a body of water. States would have to make districts as compact as practicable and make population equal as nearly as practicable consistent with the Constitution. States could not draw districts to favor or disfavor competition, an incumbent, a particular candidate, or a particular political party. States would also have to consider preserving counties, cities, towns, and tribal land boundaries.
