Bill Overview
Analyzed Economic Effects
3 provisions identified: 1 benefits, 0 costs, 2 mixed.
Transfer land into tribal trust
If enacted, about 18,628 acres shown on the Forest Service map dated July 23, 2026, would be held in trust by the United States for the Confederated Tribes of the Grand Ronde Community of Oregon. Administrative jurisdiction would move from the Secretary of Agriculture to the Secretary of the Interior. The land taken into trust would become part of the Grand Ronde Reservation and be managed under federal trust land rules. The trust status and related administration would take effect the day after the Secretary records the agreement required by the bill.
Access and public recreation rules
If enacted, the Secretary would have to sign a memorandum of agreement with the Tribe within 180 days to secure existing federal administrative access to the land. On the date that agreement is entered, the Secretary would provide the Tribe any reciprocal right-of-way and cooperative agreements in existence at enactment. When the land is taken into trust, the Tribe would continue those access arrangements in perpetuity. The land would remain open to the public for hunting, fishing, and general recreation, but the Tribe could restrict access for public safety, administration, fish or wildlife management, or emergencies when it becomes trust land.
Uses, forest rules, and gaming ban
If enacted, when the land is taken into trust it generally would not be subject to Federal Land Policy and Management Act or the 1937 Act land use planning rules, except that forest management must follow all applicable Federal and Tribal laws. Any Federal law about exporting unprocessed logs from Federal land would apply to logs from this parcel, effective on enactment. The bill would also ban class II and class III gaming on the land, starting the day after the Secretary records the required agreement.
