More pay for combat-disabled retirees

If enacted, some combat-disabled retirees would be paid both military retired pay and VA disability compensation. This applies to chapter 61 retirees with combat-related disabilities. Career retirees with 20 or more creditable years would get the retired pay they would have had under other law. They would also receive VA disability compensation when the combat-related disability is not a qualifying service-connected disability. Retirees with less than 20 years would get the lesser of their chapter 61 retired pay or pay calculated as if they had 20 creditable years. They would also receive VA disability compensation. Combat-related disability would be defined by the criteria in 10 U.S.C. section 1413a(e). The change would apply to payments for months beginning on or after January 1, 2027. It would also align the qualified retiree definition with the Combat-Related Special Compensation program.

Funding to implement concurrent payments

If enacted, the bill would authorize $9.4 billion to the Secretary of Defense to carry out these amendments. The funds would remain available until expended. Congress would still need to appropriate the money. The funding would support implementing changes that affect eligible combat-related disability retirees.
