Relief Without Delay Act

Sponsored By: Representative Bell, Wesley [D-MO-1]

Introduced

Summary

continuation of FEMA disaster relief operations during funding lapses. This bill would let FEMA keep using the Disaster Relief Fund to run relief, recovery, and mitigation work during an appropriations lapse and would boost tornado detection and community resilience in high-risk areas.

Show full summary
  • Families and disaster survivors: FEMA could continue to obligate and disburse Disaster Relief Fund balances for individual and public assistance after disasters so payments and claims keep moving even if regular funding lapses.
  • Local and state emergency managers: A new Community Tornado Resilience Grant Program would fund shelters, warning-system upgrades, backup power, local preparedness plans, and public education with priority for high-risk and underserved communities.
  • Federal partners and the public: NOAA and FEMA must build a National Tornado Detection and Warning Improvement Plan and coordinate with state and local partners. FEMA must report DRF obligations and disbursements to Congress within 60 days and monthly after that, make reports public within 10 days, and standardize reporting within 90 days.

Keep FEMA disaster payments flowing

If enacted, FEMA would be allowed to keep using unobligated Disaster Relief Fund (DRF) balances during any lapse in annual appropriations. FEMA would have to obligate and disburse DRF balances for existing and future disaster declarations, including individual and public assistance under sections 403, 406, 407, 408, and 502 of the Robert T. Stafford Act. FEMA would be able to keep staff and contract support needed to process claims and payments without interruption. Use of DRF balances would be limited to unobligated amounts and could not be withheld, sequestered, or reprogrammed during a lapse except as necessary to comply with the Anti‑Deficiency Act.
