Help for parents to open child accounts

If enacted, the Treasury Secretary would develop model guidance for State Treasurers, in consultation with the Secretary of Health and Human Services. The guidance would help states tell parents and guardians how to open tax-advantaged child savings accounts (section 530A). It would also cover ABLE disability savings accounts (section 529A) and 529 college savings plans (section 529). The guidance would help states coordinate live-birth records with State Treasurers and health departments so new parents can be reached. This bill would not create new accounts or provide funding.
