Annual cash payments for taxpayers and dependents

If enacted, the OMB Director would calculate the prior fiscal year's Iran-war economic costs by October 15, 2027. On that date, unobligated Defense Department funds would be transferred to Treasury equal to the calculated amount, excluding accounts for military personnel, military construction, and the Defense Health Program. Each eligible DoD account would contribute a uniform prorated percentage to reach the transfer amount. By October 30 each year starting in fiscal year 2027, Treasury would send equal payments to qualifying tax filers. Eligible filers would be individuals who filed a tax return for the prior taxable year, excluding nonresident aliens, estates, and trusts. Dependents would also qualify, as defined in Internal Revenue Code section 152. Payments would be equal per recipient and may not bear any elected official's name, signature, or likeness.
