Grants to seven states for enforcement costs
This bill would create a HUD grant program to reimburse certain States for costs and damage caused by federal immigration enforcement. HUD would have to set up the program within 60 days of enactment. About $139.6 billion would be moved to HUD from funds for ICE and CBP under Public Law 119-21 to pay for the grants. Only seven named States could apply: Minnesota, California, Illinois, Louisiana, Maine, North Carolina, and Oregon. States that get grants would have to pass money to 501(c)(3) charities and to small businesses hit by the operations. Allowed uses would include help for schools, health and psychosocial services, extra local government costs, and commissions of inquiry and memorialization. The HUD Inspector General would oversee the grants and the Government Accountability Office would report total costs to each listed State within 30 days. The program would end three years after it is established.
