LARC Access Expansion Act
Sponsored By: Representative Hinson, Ashley [R-IA-2]
Introduced
Summary
Expands access to long-acting reversible contraception (LARC) by funding health centers and a telehealth demonstration. This bill would create grant authority under the Public Health Service Act to train staff, stock LARC for same-day insertion, and use telehealth to reach rural and underserved patients, while prohibiting grant funds for emergency contraception and abortion-related activities.
Show full summary
- Families and patients: Makes same-day LARC more accessible by funding clinics to keep LARC inventory and by supporting telehealth consultations and referrals, including for women in rural areas.
- Health centers and providers: Grants could fund training of at least two full-time clinicians in LARC and pay to procure and maintain supplies for same-day insertion. Eligible centers must not receive Title X funds and must certify they will not perform or fund abortions.
- Rural and community networks: A telehealth demonstration would fund consortia that can include rural hospitals, rural health clinics, health centers run by Indian tribes or urban Indian organizations, and graduate medical education consortia to coordinate voluntary LARC provision via telehealth.

More LARC access at community clinics
This bill would let HHS award grants to health centers to expand same-day access to long-acting reversible contraception (LARC). Grants would have to train at least two full-time health workers and keep LARC supplies in stock for same-day insertion. Eligible centers must serve high-need or shortage areas, not receive Title X money, and certify they will not perform or fund abortions while funded. A telehealth demonstration would fund consortia to provide LARC consultations, referrals, and reach rural and Tribal clinics. Grant money would not be allowed to pay for LARC used as emergency contraception.
Ban on grant funds for LARC
This bill would bar using certain grant funds to pay for LARC services under that grant authority. Centers receiving those specific grants would not be allowed to use that money for LARC activities. If your local clinic relies on those grants, access to LARC at that clinic would be reduced.
