Sponsored By: Representative Kaptur, Marcy [D-OH-9]
Introduced
Summary
Requires top-three funder disclosures for many independent political ads. The bill would add new disclaimer rules so certain independent-expenditure committees must name their biggest backers and the amounts those backers gave.
Show full summary
- Voters would see on-ad lists of the three people or groups that gave the most to the payer in the past 12 months, including dollar amounts, helping identify who bankrolls major ads.
- Independent-expenditure committees that spend $10,000 or more in a calendar year or that contribute $10,000 or more to other such committees would have to include the Top Three Funders list on covered communications.
- If a listed funder is itself a political committee, the payer must also list that committee’s top two funders who gave at least $5,000 in the same 12-month period, showing second-tier donors.
- The disclosure rules apply to communications that expressly advocate for or against a candidate or qualify as electioneering communications, for ads made on or after January 1, 2027.

New donor disclosure for political ads
This bill would require more disclosure for certain political ads not paid for by candidates. Political committees that spend or give $10,000 or more in a year would be treated as covered. Covered ads paid by those committees would need a Top Three Funders list. The list would name the three people who gave the most to the ad payer in the prior 12 months and show amounts; only payments totaling $5,000 or more count. If a named funder is a political committee, the payer would also list that committee's top two funders who gave $5,000 or more. These rules would apply to ads made on or after January 1, 2027.
