Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
District expansion and governance changes
This bill would expand the Shenandoah Valley Battlefields District to add Rockbridge County, Virginia and Berkeley, Jefferson, and Morgan Counties, West Virginia. It would treat any referenced "Commonwealth of Virginia" in the old law or plan as referring to the States of Virginia and West Virginia. The District would be run by the management entity under a partnership model, and the management plan would be updated for the newly added areas. The bill would also say the District is not subject to the administrative rules or funding formulas that apply to National Heritage Areas.
More funding and land grants
This bill would give the District its own annual funding and special grants. Starting in fiscal year 2027, $1,250,000 would be authorized each year for the management entity. Up to $625,000 a year could pay the management entity's operations and up to $625,000 a year could pay for operation and maintenance of battlefield parks, visitor facilities, and preserved historic properties. For each year 2027 through 2033, $2,500,000 would be authorized for grants, technical help, and buying land from willing sellers. The bill would also require the District to get at least the same management funding it received in FY2026 and let it be eligible for National Heritage Areas technical assistance and grants.
