Show full summary
- Manufacturers and applicants would need to disclose ingredients above EPA thresholds, may use the Safer Choice or Design for the Environment labels if approved, and could get EPA technical help. Enforcement can suspend or end label use for violations.
- Consumers and purchasers would get a public searchable list of certified products and voluntary labels to identify items meeting stricter health and environmental criteria.
- The EPA would set and update procedures, permit qualified independent third-party profilers to support reviews, coordinate with FDA and the Consumer Product Safety Commission, hold at least one annual stakeholder meeting, and maintain the Safer Chemical Ingredients List.
*Would authorize $12.0 million each year from fiscal 2028 through 2034 to carry out the program, increasing federal outlays by that amount.*

Funding to run Safer Choice
If enacted, the bill would authorize $12,000,000 to be appropriated to the EPA for each fiscal year 2028 through 2034 to carry out this Act. The money would support running the voluntary Safer Choice Program, including certification, outreach, and the public database.
Voluntary Safer Choice program rules
If enacted, this bill would create a voluntary Safer Choice Program at the EPA to identify and promote products that meet the Safer Choice or Design for the Environment standards. Manufacturers and sellers would be able to apply for certification and to use program labels, and participation would be voluntary. EPA would set submission and review procedures, decide whether products meet the standards, give guidance on label use and marketing, keep a public database, hold stakeholder meetings, and report yearly to Congress. To get certification, applicants would have to disclose all intentionally added ingredients, sub-ingredients, and relevant residuals above a threshold set by EPA, with protections for confidential business information. EPA would set rules for independent third-party profilers, keep final review authority, and could update standards after public notice and comment. The EPA could notify or require corrective action for unauthorized or misleading label use, suspend or terminate authorization, or refer matters to the Attorney General.
