  • Families and small-town residents: Would make federal rehabilitation assistance available for dams located in towns with fewer than 5,000 people, potentially lowering local flood risk and protecting homes and local infrastructure.
  • Dam owners and water managers: Would let dams qualify if more than 50 percent of their embankment volume is compacted earth, creating a clearer path to rehabilitation support for common rural earthen dams.
  • Safety regulators and communities: Would also include dams classified as "high hazard potential" under the National Dam Safety Program Act, aligning rehabilitation eligibility with that federal safety standard.

More dam repair help for rural towns

If enacted, this bill would expand federal help to repair or rehabilitate certain dams. It would add a new definition of "covered dam" to watershed rehabilitation rules. A dam would qualify if it is an eligible high-hazard potential dam under the National Dam Safety Program Act. A dam would also qualify if it is in a town with fewer than 5,000 people. That qualifying dam must have more than 50% of its embankment volume made of compacted earth. Owners, small towns, and downstream residents would be newly eligible to seek federal rehabilitation assistance under these rules.
