Voter Vouching Transparency Act

Sponsored By: Representative Stauber, Pete [R-MN-8]

Introduced

Summary

Creates a new federal reporting requirement for voucher-based voter registrations. States that let an individual register to vote for a Federal office with a voter voucher would send the Election Assistance Commission (EAC) a non‑identifying report after each general Federal election covering the period since the prior general election. The report would list total voucher-based registrants, total people who served as voter vouchers, how many people each voucher vouched for, and attempted voucher registrations not accepted by reason if the State keeps those records. Reports may not include personally identifying information and the EAC would make each report publicly available for 22 months. A "voter voucher" means someone authorized under State law to attest to another person's identity or residence for the purpose of registering that person to vote.

New transparency for voucher registrations

If enacted, States that let one person vouch to register another for federal office would have to file a report after each regular federal general election. The report would go to the Election Assistance Commission and cover the period since the prior regular federal general election. Reports would list: total people who registered using a voucher; total people who acted as vouchers; how many people each voucher vouched for; and total attempted voucher registrations that were rejected, with reasons if the State keeps those records. Reports could not include personally identifying information like names, street addresses, voter ID numbers, phone numbers, signatures, or dates of birth. The bill would define a "voter voucher" as someone authorized by State law to attest to another person’s identity or residence for registration and who does so. The EAC would make each report public for 22 months and may accept the report through the Election Administration and Voting Survey if practicable.
