  • Banks and other financial institutions would get FINCEN guidance within 120 days, with updates every 180 days, and face new compliance and reporting requirements to limit settlement-related financing.
  • Importers and consumers would be barred from bringing in goods produced wholly or partly in settlements or outposts, with the import prohibition taking effect 120 days after enactment.
  • Humanitarian groups, intelligence and law enforcement activities, and obligations to international organizations would have narrow exemptions. The bill would allow a waiver with initial certification and one 12-month renewal.

Sanctions and visa bans for settlements

If enacted, this bill would require the President to sanction foreign persons tied to settlement construction, expansion, or population transfers on or after September 30, 2026. The President could block property and transactions under IEEPA and apply discretionary sanctions to financiers, sponsors, and related agents. The bill would make identified foreign nationals ineligible for U.S. visas or admission and would require immediate revocation of covered visas or entry documents. The President could waive sanctions case-by-case for up to 12 months, renew once for up to 12 months, and must notify Congress at least 15 days before a waiver takes effect. The Act would expire 10 years after enactment.

Ban on imports from settlements

If enacted, this bill would ban importing goods made wholly or partly in Israeli settlements or outposts in the West Bank or Gaza. The import ban would begin 120 days after enactment and the President would keep a list of covered settlements and outposts. An exception would allow personal-use goods or bona fide gifts carried as accompanied baggage, if not in commercial quantities and not for sale; shipments sent separately would not qualify. The bill would exempt specified food, medicine, medical devices, humanitarian assistance, and authorized U.S. intelligence or national security activities. Agencies must issue implementing regulations within 90 days and FINCEN must issue guidance within 120 days, updated at least every 180 days.
