Grants for police training and review

If enacted, the Attorney General would make one-year grants to states to fund fair and impartial policing training and independent review or prosecution systems for deadly-force cases. States would have to ensure academy enrollees and officers get at least 8 hours of initial training and at least 4 hours every year after, including anti-bias, cultural diversity, disability and mental-health interactions, crisis intervention, de-escalation, scenario practice, and scenario-based proficiency tests. States would certify completion to the Attorney General within 240 days of enactment, with one possible 120-day extension for good-faith efforts. A state that is not compliant at the end of a fiscal year could be ineligible for the next year's grant. The Attorney General would verify compliance and the Department of Justice Inspector General would audit an appropriate number of grant recipients each grant year.
