America Votes Act of 2026

Sponsored By: Representative Larsen, Rick [D-WA-2]

Introduced

Summary

Would let people meet state voter ID rules in federal elections by signing a sworn written statement instead of showing ID. The bill would create a standardized, pre-printed form voters can sign in person or send with a mail ballot, block provisional ballots when that sworn statement is used, and exclude some first-time mail registrants from the option.

New sworn ID option for voters

If enacted, States that require ID to vote in federal elections would have to accept a sworn written statement as an alternative. In person, you would sign the pre-printed statement under penalty of perjury and give it to an election worker. By mail, you would submit the signed statement with your ballot and States must include a copy with each blank absentee ballot. States must make copies available at polling places and post voting materials explaining this option. A State could not force you to cast a provisional ballot if you use the statement. But first-time voters who registered by mail and must meet extra verification would not get this option. The new rules would be enforceable under existing Help America Vote Act procedures and would apply to elections on or after enactment.
