- Airport sponsors at qualifying "transitional hub" airports could compete for a pilot program focused on preserving historic terminals and expanding capacity. The pilot would provide up to $10.0 billion for terminal rehab, utility upgrades, baggage systems, and replacement ground support equipment with federal cost shares capped at 90%.
- Air traffic control operations and the national airspace system would get major tech upgrades. The bill would authorize funding to consolidate terminal control facilities, build a common automation platform and controller workstation, adopt cloud infrastructure, and add strategic flow management tools, including specific line items of $7.2 billion and $2.0 billion for automation and cloud work.
- Broader airport grants would bypass normal apportionment rules to push discretionary terminal and airport projects. Those grants include $5.0 billion for terminal development and set federal shares at 80% for large and medium hubs and 95% for smaller airports.
*Would authorize about $30.1 billion in new FY2027 FAA funding for airport and ATC modernization, increasing federal outlays in that year.*
