College biodiesel generator research program

If enacted, the Secretary of Energy would create a demonstration program to test whether diesel-electric generators owned by colleges can run on biodiesel fuels up to B100. The testing would include heat rates for cellulosic-rich fuels, fuel-blend reliability, cold-weather performance, and long-term storage stability. The Secretary would produce a strategic plan within one year, update it annually, and report publicly and to Congress within one year and at least every two years thereafter. The bill would authorize $318.15 million for FY2027, $334.06 million for FY2028, $350.76 million for FY2029, $368.30 million for FY2030, and $368.71 million for FY2031. These funds would support federal biofuels research and demonstrations, not direct household payments.
