More Nurses in Rural Schools Act

Sponsored By: Representative Perez, Marie Gluesenkamp [D-WA-3]

Introduced

Summary

Eligibility for NHSC loan repayment for school nurses creates a new path so registered nurses employed by elementary and secondary schools can repay loans by serving in Health Professional Shortage Areas. It sets rules for part-time service, annual hour certification, and a funding set‑aside to support school nurse participation.

Show full summary
  • School nurses: A school nurse may satisfy NHSC service by agreeing to serve for two years or longer at a school in a shortage area. If they work less than full-time or less than a full year, their required service period increases so they complete the same total hours, and they must certify hours annually.
  • Students and schools: More school nurses in shortage areas could expand on-site assessment, counseling, and basic health services for students at elementary and secondary schools.
  • NHSC program: The bill waives certain NHSC assignment priorities and limits for these nurses and requires that at least 5 percent of NHSC funding each year be reserved for school nurse participation.

Loan help for school nurses

If enacted, this bill would let registered nurses who work as school nurses in elementary or secondary schools located in Health Professional Shortage Areas count that service toward the National Health Service Corps loan repayment service requirement. The basic service period would be two years, or longer if the nurse agrees. If a nurse works less than full-time or less than a full year, the Secretary would extend the required service so the nurse completes the same total hours as a full-time, full-year nurse, and the Secretary would require yearly certification of hours. Each year at least 5 percent of the money for the loan repayment program would be reserved for school nurse participation. The bill does not state how much loan repayment an individual nurse could receive.
