Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Protecting ad-free streaming subscriptions
If enacted, the bill would bar streaming providers from adding ads to subscriptions they sold as ad-free during protected periods. For an initial subscription, providers could not add ads within the later of one year after you start or the contract's total length. If you cancel and later re-enroll, providers could not add ads within the later of one year after re-enrollment or the contract's total length. The bill would apply the rule even when the service is sold through a third party and would define a "video streaming service" as a paid internet subscription that plays video. These protections would take effect no later than one year after enactment.
FTC rules to police ad-free claims
If enacted, the bill would require the Federal Trade Commission to write rules within one year to implement the ad-free protections. It would treat violations as unfair or deceptive acts under the Federal Trade Commission Act. The FTC would enforce the ban using the same powers, duties, penalties, and procedures it already has. The enforcement authority would take effect upon enactment.
