More access to community clinics after crises

If enacted, the bill would require the Secretary to give extra priority to some community health expansion applications. The priority would apply to applications seeking services described in Section 330(b)(1) or 330(b)(2). An area could qualify if the Secretary finds one of three stress conditions when the application is submitted. One is a nearby federally qualified health center closing in the prior four years that caused many new patients. A second is a Public Health Service Act section 319 emergency declared in the prior year. A third is a Stafford Act major disaster or emergency declared in the prior year. The Secretary would decide whether an area meets these tests. Priority would not guarantee an award or set grant amounts.
