Establishing Gold Standard Science Act

Sponsored By: Representative Franklin, Scott [R-FL-18]

Introduced

Summary

This bill would make Gold Standard Science the required basis for EPA advisory work and strengthen transparency, conflicts rules, and scientific-integrity protections. It also would require EPA staff training on those standards within a set deadline.

Show full summary
  • Board members and advisors would face stricter conflict rules. Federally registered lobbyists could not serve on matters where they are registered and appointees must recuse for direct financial interests with public recusal agreements.
  • Public disclosure and reporting would expand. Annual reports and immediate disclosures must list financial ties, professional activities, and participation in relevant grants over the prior 5 years and provide Congress with standardized summaries.
  • Advisory outputs and deliberations must cite the defined Gold Standard Science and the weight of scientific evidence. The bill would mandate open exchange of diverse ideas and require that advice explicitly state its scientific basis.
  • Scientific integrity would get formal enforcement and training. The bill would create a misconduct framework that can investigate and remove appointees and would require EPA to set up a scientific-integrity training program for all officers and employees to be implemented within 180 days.
