Nonprofit Security Grant Program Funding Improvement Act
Sponsored By: Representative Lee, Susie [D-NV-3]
Introduced
Summary
Require nonprofits to receive security grants up front instead of later reimbursements. This bill would amend Section 2009(f) of the Homeland Security Act so Nonprofit Security Grant Program awards are paid in advance and expressly not treated as reimbursements under any other law. It leaves total funding, eligibility, allowable uses, and performance rules unchanged while changing only how the program disburses money.

Upfront security grants for nonprofits
If enacted, the Department of Homeland Security would award Nonprofit Security Grant Program funds in advance instead of reimbursing costs after they occur. Eligible nonprofits would get grant money before they pay covered security costs. The change would take priority over other laws because it applies "notwithstanding any other provision of law." It would not change total funding amounts, who is eligible, or allowable uses of the grants, and it specifies no effective date.
