Tribal Veterans Voucher Flexibility Act
Sponsored By: Representative Crane, Elijah [R-AZ-2]
Introduced
Summary
Would create a voluntary system to reallocate unused Tribal HUD‑VASH vouchers to Tribes or Tribally Designated Housing Entities (TDHEs) that need them. The proposal would let Tribes with unused vouchers notify HUD and allow HUD to reassign those vouchers to Tribes or TDHEs that report a need, while keeping eligibility rules and overall voucher totals unchanged.
Show full summary
- Tribes and TDHEs with spare vouchers: Could opt in to report unused vouchers by phone, mail, or online so those vouchers can be offered to others.
- Tribes and TDHEs that need vouchers: Could request additional vouchers and receive reallocated ones through HUD's voluntary process.
- Native veterans and households: Could gain better access to rental assistance and face lower housing insecurity, including potential reductions in youth homelessness, by redirecting underused vouchers to areas of demand.
- HUD and Congress: HUD would have to establish the program and submit a report within 180 days detailing unused vouchers, which Tribes receive reallocations, unmet needs, recommendations, and whether total vouchers should be increased.

Move unused Tribal veterans' vouchers
This bill would require HUD to set up a voluntary program within 180 days to reallocate unused Tribal HUD-VASH vouchers. Tribes and Tribally Designated Housing Entities (TDHEs) that do not expect to need vouchers next fiscal year would be able to notify HUD that vouchers are unused. Tribes or TDHEs that need vouchers would be able to request them, and HUD would be able to reallocate available vouchers. A Tribe or TDHE that reports unused vouchers would not be disadvantaged in future allocations. HUD would also have 180 days to report to Congress on unused vouchers, which ones were reallocated, unmet need, recommendations, and whether total voucher numbers should be increased. The bill would not add funding or raise the total number of vouchers.
