Sponsored By: Representative Golden, Jared F. [D-ME-2]
Introduced
Summary
Reforms the House appropriations process and creates automatic short-term funding to keep programs running during lapses. This bill would also tighten executive impoundment rules, add a mandatory spending-reduction account to appropriation bills, set new reconciliation and PayGo steps, and increase fiscal reporting and travel limits during funding gaps.

- House lawmakers and committees: Would require the House Appropriations Committee to develop and report annual appropriations in subcommittees and then mark up four consolidated general appropriations bills. This restructures how annual funding bills are packaged for House consideration.
- Federal agencies and program recipients: Would establish an automatic continuing appropriation that funds programs at the prior operating rate on the first day of a lapse for an initial 14-day period and for additional 14-day extensions. Entitlements and mandatory payments, including programs under the Food and Nutrition Act of 2008, would remain available at current-law rates during those periods.
- Budget process and fiscal transparency: Would require an annual Feb. 15 CBO report on whether budget targets will be met, trigger special reconciliation steps if targets miss, add debt and deficit ratios to the President's budget, and mandate Treasury/OMB fiscal-risk reports with GAO review.
