Public database for base agreements

If enacted, the bill would require the Department of Defense to create a uniform data framework for intergovernmental support agreements within 180 days. The framework would track the number and value of agreements by fiscal year and, for each agreement, duration, terms, parties, installation and mission characteristics, and services covered. Within one year after the framework begins, the Secretary would adopt a policy for consistent use and set up a public, searchable database that includes existing agreement data. The Secretary would analyze the data one year after enactment and every four years, and would send Congress a report with findings, disaggregated data, recommendations, and community-collaboration best practices within 90 days of each analysis.

More funding power for base services

If enacted, the bill would let the Secretaries of the Army, Navy, Air Force, or the Secretary of Defense use eligible Department of Defense appropriations to pay for intergovernmental support agreements. Eligible funding would exclude permanent appropriations, revolving funds, previously unavailable balances, and third-party financing arrangements. The bill would also make clear that covered agreements may include repair, construction, maintenance, and operation of facilities on an installation.
